Torrance Planning Commission Public Comment

Join us at Torrance City Hall to share your voice regarding the new proposed building codes affecting the Hillside Overlay and Coastal Region, in response to SB4 to add ‘affordable housing’ within Religious and Educational institutional areas in the City of Torrance.

Suggestions to inquire about include:

Enforcement & Accountability - Add provisions to ensure enforcement of zoning and housing remain low income. 

  1. Studies - Require parking, traffic, light, air, as well as an Environmental Impact Study for any Coastal Project. 

  2. Affordable Housing Use Only - Require buildings be used as affordable housing only. Amendments must specify spaces not to be used for ancillary purposes whether classrooms, meeting space or other administrative facilities. 

  3. Deed restrictions - Require deed restrictions to prevent sale or use other than intended purposes.

  4. Structure Height - Require height restrictions of no greater than structure elevations to be set from lowest structural elevation on the property - and - require height restrictions Current amendment allows for buildings up to 35’, and spires as high as desired. 

Setbacks - Require additional setbacks greater than 25’ for structures exceeding 24’ in height to mitigate view and light impacts.
